Abstract

Pembangunan modal insan dan pengukuhan kompetensi penjawat awam semakin diiktiraf sebagai faktor utama dalam memperkukuh keberkesanan tadbir urus dan integriti institusi awam. Dalam persekitaran pentadbiran yang semakin kompleks, cabaran tadbir urus tidak lagi berpunca semata-mata daripada kelemahan dasar atau struktur formal, tetapi turut berkait rapat dengan kapasiti manusia, budaya organisasi dan sistem nilai yang mendasari pelaksanaan tugas awam. Sehubungan itu, kajian ini bertujuan meneliti secara sistematik berkaitan kompetensi penjawat awam dan pembangunan modal insan dalam kerangka tadbir urus Islam dengan penekanan kepada prinsip nilai dan maqasid syariah. Kajian ini menggunakan pendekatan Systematic Literature Review (SLR) dengan carian literatur dilaksanakan melalui beberapa pangkalan data akademik utama yang relevan dengan pengajian Islam dan sains sosial. Proses saringan literatur dilaksanakan menggunakan kaedah PRISMA, yang menghasilkan sejumlah artikel terpilih setelah melalui kriteria inklusi dan eksklusi daripada segi kerelevanan tema, skop kajian dan kualiti penerbitan. Analisis tematik mendapati bahawa kompetensi penjawat awam yang berkesan perlu merangkumi bukan sahaja keupayaan teknikal dan kepimpinan, tetapi juga penghayatan nilai etika, integriti dan tanggungjawab awam. Hasil analisis juga turut menunjukkan bahawa maqasid syariah berpotensi berfungsi sebagai kerangka normatif yang menyepadukan pembangunan modal insan dan amalan tadbir urus ke arah pencapaian kesejahteraan masyarakat dan kelestarian institusi. Kajian ini menyumbang kepada literatur dengan menawarkan sintesis konseptual yang menghubungkan kompetensi penjawat awam, pembangunan modal insan dan tadbir urus Islam dalam konteks sektor awam kontemporari.
